Historical Sketch
In the early 1960s American academic institutions began to recognize the challenges of educationally and economically disadvantaged students in pursuing higher educational goals. Carnegie Institute of Technology became one of many national universities to implement programs to recruit, train, and support minority students. With the financial support of several philanthropic corporations and foundations, universities nationwide began to educate a new student population with the intention of creating future employees for their sponsors. These students came from culturally, economically, and educationally disadvantaged backgrounds. Their marginal status often interfered with their academic potential.

The pilot program at Carnegie Institute of Technology was the Program to Aid Negro Students instituted in 1963. During 1964-1965 the program evolved into the School College Orientation Program of Pittsburgh (SCOPP). Funded by the Carnegie Corporation of New York, in conjunction with Pittsburgh Public Schools, this program was designed to prepare disadvantaged high school students for college and was not exclusively aimed at the Negro student. With the success of this program and others like it around the country, Carnegie Institute of Technology continued to recruit underrepresented students to its campus.

SCOPP merged with its national counterpart, Upward Bound in 1966 and was financed during its first year under the Economic Opportunity Act. This program continued until 1968 when it evolved into the Carnegie-Mellon Action Project (C-MAP). C-MAP grew out of a committee of faculty and students who continued to be concerned with the racial imbalance of the student population and began to address problems facing ethnically diverse students at the college level. The C-MAP program was committed to helping students overcome barriers that stifled their performance and academic potential. By providing financial aid, tutoring, and "psychological support," the C-MAP program illustrated Carnegie-Mellon's commitment to serving educationally and economically disadvantaged students. The program was marketed towards African American students and began to take on the guise of a program serving Black students only. This misconception caused confusion among non-Black students who could have taken advantage of the C-MAP program but considered themselves exempt from such by their ethnic backgrounds.

In 1971, the Commonwealth of Pennsylvania, Department of Education established Act 101. This Act was created to provide support for institutions of higher learning to educate and provide counseling services for undergraduate students whose cultural, economic and educational disadvantages impaired their ability to successfully pursue higher educational opportunities. From 1972-1991, Act 101 operated under the auspices of C-MAP. Strict guidelines imposed by Act 101 eventually led to the end of the state funding for this program in 1992.

Scope and Content Note
The C-MAP Collection contains records dealing with programs instituted at Carnegie Institute of Technology, and later, Carnegie-Mellon University, to aid economically and educationally disadvantaged students in Pittsburgh, Pennsylvania. This collection includes research reports that evaluate the progress of the programs from their inception at the University. In addition, the collection includes extensive financial records that incorporate grant and funding applications from various corporate and government institutions.

This collection contains information on the participants of the programs including administrators, faculty, staff, and students. There are several documents published by and for the participants in these programs, many of which were used to recruit and inform prospective students. There are also many newspaper clippings, which have been photocopied for preservation purposes.

The collection is divided into fifteen series. Series are arranged alphabetically:

Series I: Agendas (1966-1991)
This series contains meeting agendas of the Upward Bound Advisory Board and the Act 101 Advisory Committee. The records that span the dates 1979-1991 include agendas from the Act 101 Advisory Committee and Director's Council Meetings.

Series II: Annual Reports (1964-1980)
The Annual Reports series contains bound annual reports of programs instituted at Carnegie Institute of Technology, and later, Carnegie-Mellon University, to aid underprivileged students. The first program was the School College Orientation Program of Pittsburgh (SCOPP), a joint project with the Pittsburgh Public Schools in 1964-1965. The research reports that follow evaluate the Carnegie-Mellon Action Project (C-MAP).

Series III: Applications (1969-1991)
This series contains applications for funding to support minority and educationally disadvantaged students at Carnegie-Mellon University within the Upward Bound and C-MAP programs. The applications are from the Office of Economic Opportunity and the Equal Opportunity Act.

Series IV: Budgets (1964-1989)
This series contains budgets from the first year of Carnegie-Mellon University's program to support minority students on campus. Following are budgets from Upward Bound, Carnegie-Mellon Prep. and the Carnegie-Mellon Action Project.

Series V: Clippings (1963-1981)
This series contains clippings of articles from both local and national newspapers, as well as various educational publications and newsletters. The articles focus on national programs instituted at colleges to recruit and support minority students. Many of the articles focus on the Carnegie-Mellon Action Project and the students who participated in the program.

Series VI: Correspondence (1963-1995)
This series contains correspondence between corporate and educational institutions that supported the programs that were implemented at Carnegie-Mellon University to aid minority students. The internal correspondence is predominantly from the program administrators and staff of SCOPP and C-MAP. The last file in this series contains a detailed letter explaining the relationship between C-MAP and Act 101, written by program director, Gloria Hill, in 1995.

Series VII: Memoranda (1963-1990)
This series predominantly contains memoranda from SCOPP, Upward Bound, and C-MAP program administrators and staff to Carnegie-Mellon University Presidents and associated faculty members. A majority of the memoranda deals with funding from the Department of Education through Act 101.

Series VIII: Minutes (1964-1991)
This series includes minutes from several Advisory Committee and Board meetings. Included are records from the SCOPP, Upward Bound, Act 101, and C-MAP Advisory Boards.

Series IX: Pamphlets (1969-1990)
This series predominantly contains pamphlets published by Upward Bound and C-MAP. These pamphlets were produced in order to inform prospective students of the programs at Carnegie-Mellon University designed to assist minority students on campus.

Series X: Press Releases (1964-1974)
This series contains press releases about the programs at Carnegie-Mellon University that support minority students. The majority of the releases are from the Carnegie Tech News Service and the Pittsburgh Public Schools.

Series XI: Programs (1964-1989)
This series contains programs from several events hosted by SCOPP, Upward Bound, Act 101, and C-MAP.

Series XII: Proposals (1963-1985)
This series contains proposals of some of the programs at Carnegie-Mellon University to aid culturally disadvantaged and underprivileged students. Some of the proposals were presented to the Carnegie Corporation of New York, the Office of Economic Opportunity, and Act 101.

Series XIII: Publications (1964-1991)
This series contains the Proceedings of the First Conference on High School College Programs for the Disadvantaged Student at the Carnegie Institute of Technology. The series also includes many publications produced by Upward Bound and C-MAP students.

Series XIV: Reports (1964-1991)
This series includes reports generated to evaluate the progress of programs at Carnegie-Mellon and other universities that support educationally disadvantaged and minority students. The majority of the reports were created for the Act 101 program.

Series XV: Miscellaneous (1964-1988)
This series contains posters published by C-MAP to inform prospective students of the summer programs at Carnegie-Mellon University intended to aid the economically and educationally disadvantaged. Receipts from the Carnegie Corporation of New York for funding of pilot programs are included in the series, as well as a restricted file that contains recommendations, curriculum vitae, and biographical sketches of program administrators.

This series includes rosters and schedules from the SCOPP, Upward Bound, Carnegie-Mellon Prep., C-MAP and Act 101 programs. This series also contains a transcript of the "Today Show" from June 12, 1978. It is a broadcast excerpt with hosts Tom Brokaw and Jessica Savage interviewing the Deans of Princeton and Cornell and an educationally disadvantaged student about opportunities for minorities entering college. Information regarding the Western Pennsylvania Veterans Educational Service Center or "Veterans Upward Bound" is included in the series. Some of the C-MAP administrators served on the Advisory Committee of this Carnegie-Mellon program while it existed between the years 1972-1975.
